Thai Customs Department Updates AEO Standard for Customs Brokers (Annoucment no.132/2566)

The Thai Customs Department has announced Announcement No. 132/2566, which updates the procedure and criteria for customs brokers in the Authorized Economic Operator (AEO) standard (Issue 2).

The update includes the following main changes:

  • Customs brokers make the Initial and review registration for the AEO standard electronically via the Thai AEO system (TAS) web application. The procedure also stated in this announcement.
  • The announcement now includes details about the Personal Data Protection Act (PDPA) procedure.
  • The Guideline of Security procedure of AEO entrepreneur, which is attached with this Announcement, replaces the attachment in Announcement No. 121/2561.

The update will be effective on October 2, 2023. Find more information on the Thai Customs Department website.

    Background of AEO Standard for Import and Export Businesses

    The September 11, 2001 terrorist attacks prompted the World Customs Organization (WCO) to establish a framework of standards for the security and facilitation of international trade, known as the SAFE Framework of Standards to Secure and Facilitate Global Trade (WCO SAFE FoS). One of the main mechanisms of the WCO SAFE FoS is the Authorized Economic Operator (AEO) program. WCO member countries have expressed their intention to participate in this program. Thailand, as a member of the WCO, has adopted this policy since 2006 and the Customs Department signed a Letter of Intent on May 9, 2006 to express its intention to implement the WCO SAFE FoS to encourage customs authorities and the private sector to be aware of the security of international trade.
