Announcement of the Customs Tariff Policy and Appeal Division No. 7/2567 Regarding Clarification of the Indication of Originating Product Statements for Goods Originating from New Zealand (FORM TNZCEPA)

As the Thailand-New Zealand agreement has been in effect for 20 years, adjustments to related regulations have been made to align with the changing landscape of international trade. These adjustments aim to facilitate and clarify the application of the Thailand-New Zealand agreement, which will benefit international trade between both parties. The key announcement is as follows:

Announcement of the Customs Tariff Policy and Appeal Division No. 7/2567 Regarding Clarification of the Indication of Originating Product Statements for Goods Originating from New Zealand under the Thailand-New Zealand Closer Economic Partnership Agreement, dated December 12, 2024 (B.E. 2567)

This announcement addresses two key points:

1. Addition of Company Relationship Descriptions in Originating Product Statements:

Previously, simply stating the company name in the originating product statement might not have adequately conveyed the relationship between different companies. This announcement now allows for the inclusion of descriptions clarifying such relationships. Examples include: A on behalf of B; A sub-contractor of B, A subsidiary of B A parent company of B . It is important to use clear and easily understood language that is consistent with supporting documentation to ensure accurate and efficient verification of the company relationship.

2. Use of Other Originating Product Statements:

This announcement also permits the use of other forms of originating product statements without a fixed format. However, the following key requirements must be met: The issuer of the certificate must be identified, and the statement must confirm that the goods originate under the Thailand-New Zealand agreement, including a complete description of the origin criteria. Furthermore, the issuer must possess verifiable data and evidence to substantiate the claimed origin of the goods.
