Customs Department Announcement No. 150, 151, 152/2568 related with Delays Mandatory E-Filing for Imported CBU Vehicles

On August 28, 2025, the Customs Department issued three new announcements to amend previous regulations on the import of completely built-up (CBU) vehicles. The key change is the postponement of the mandatory electronic submission of invoices for various types of vehicles, including electric vehicles (EVs).

Summary of Key Announcements

All three announcements share a consistent core message: they postpone the effective date for electronic invoice submission via the Thailand NSW system. Originally set for September 1, 2025, the new date is now February 2, 2026. This extension provides importers with additional time to prepare and adapt their systems to the new requirements. The announcements officially took effect on August 29, 2025.

1. Customs Announcement No. 150/2568 Topic: Rules, Procedures, and Conditions for Electronic Customs Import Formalities for Completely Built-Up Vehicles (No. 3)

Details: This announcement ensures the accurate and complete electronic submission of invoices for CBU vehicles via the Uploading Supporting Document (USD) system on the Thailand NSW website (https://www.thainsw.net). It revokes the previous effective date and sets the new one to February 2, 2026.

2. Customs Announcement No. 151/2568 Topic: Rules and Procedures for Customs Duty Reduction and Exemption under Section 12 of the Customs Tariff Decree B.E. 2530 (No. 5)

Details: This announcement amends the duty exemption rules for prototype vehicles imported for R&D purposes and for Battery Electric Vehicles (BEVs) imported for market testing. It also postpones the mandatory electronic invoice submission (USD) from September 1, 2025, to February 2, 2026.

3. Customs Announcement No. 152/2568 Topic: Rules and Procedures for Customs Duty Reduction and Exemption for Completely Built-Up Battery Electric Vehicles (No. 3)

Details: This announcement directly affects importers of BEVs. Its purpose is to ensure the correct submission of invoices via the Uploading Supporting Document (USD) system. It amends the effective date for this requirement from September 1, 2025, to February 2, 2026.
